Minute By Minute – Brattleboro Boards Having Trouble Abiding By Open Meeting Law

Brattleboro has had two recent minute-related incidents that were slightly out of the ordinary. In one case, a school board member requested that something not discussed at a previous meeting be added to the official minutes to clarify something. In the other, a selectboard member held back approval of minutes until they could be edited for stylistic changes. The selectboard has also struggled to meet required deadlines for posting of minutes.

Let’s look at the school board. According to the minutes for the June 21 WSESD board:

Brattleboro COVID-19 Response Status – March 20, 2020 – 12:20 pm

WHAT IS NEW TODAY

A special Selectboard meeting will be held on Monday, March 23, at 5:30pm in the Selectboard Meeting Room at the Municipal Center.  The Selectboard will appoint Ian Goodnow to the seat that became vacant upon Dave Schoales’ resignation and will elect Selectboard officers.  Please note that the Municipal Building will be open to the public on March 23 from 5:15pm until 15 minutes after the special Selectboard meeting is adjourned.

Private Brattleboro Selectboard Communictions During Public Meetings

Some members of the Brattleboro Selectboard appear to be having private communications during public meetings.

On a few recent occasions, some Selectboard members have looked at their phones, read some form of communication to them, and have made comments about it. Just the other night, Daniel Quipp said that Tim Wessel had texted him.  Until that point, no one knew that Wessel was a participant. He had been presented to the room as absent.
